US personnel working at an Army facility in Utah appeared to follow correctly all the outlined procedures to inactivate anthrax before they mistakenly shipped off live samples of the deadly bacteria, the Army's top general said on Thursday. Army Chief of Staff General Raymond Odierno said investigators were now reviewing the procedures themselves to determine why the bacteria was not rendered inactive.

Shame and humiliation have been brought on FIFA following the turbulent events of the last two days which included the arrest of leading soccer officials at their Zurich hotel, the world soccer body's president Sepp Blatter said on Thursday. Blatter, making his first public appearance since Wednesday's extraordinary events which critics said marked a new low for his federation, said there was no room "for corruption of any kind."

Eating onions, lying in the shade and splashing into rivers, Indians were doing whatever they could Thursday to stay cool during a brutal heat wave that has killed more than 1,400 in the past month. Meteorological officials have said the heat would likely last several more days — scorching crops, killing wildlife and endangering anyone laboring outdoors. Officials warned people to stay out of the sun, cover their heads and drink plenty of water. Still, poverty forced many to work despite the risks.

Nebraska ended the nation's last ban on driving privileges for young people brought into the United States illegally as children, after the Legislature voted Thursday to override a veto from the state's new Republican governor. Senators in the one-house Legislature voted 34-10 to override Republican Gov. Pete Ricketts, who has backed the strict policy of his GOP predecessor to deny the licenses. President Obama announced an executive action in 2012 that creates the Deferred Action for Childhood Arrivals program, which gives the youths a Social Security number, a two-year work permit and protection from deportation. Although a few states initially announced that they would deny licenses to those youth, only Arizona and Nebraska ultimately adopted policies to exclude them. A court blocked Arizona's law in July, leaving in place only Nebraska's, which former Gov. Dave Heineman approved three years ago.

Prosecutors charged a 56-year-old man on Thursday with starting a massive fire that gutted an apartment complex under construction in downtown Los Angeles and damaged three nearby buildings, authorities said. Dawud Abdulwali, 56, who was taken into custody on Tuesday in connection with the Dec. 8 blaze, has been charged with arson of a structure and aggravated arson, the Los Angeles District Attorney's Office said in a statement.

President Vladimir Putin ordered on Thursday that deaths of Russian soldiers during special operations in peacetime should be classified as a state secret, a move that comes as Moscow stands accused of sending troops to fight in eastern Ukraine. Putin, who has repeatedly denied any involvement of Russian troops in a pro-Russian separatist rebellion there, amended a decree that had previously classified only deaths during war time as secret.
