Missouri Gov. Jay Nixon declared a state of emergency Monday and activated the National Guard in advance of a grand jury decision about whether a white police officer will be charged in the fatal shooting of a black 18-year-old in the St. Louis suburb of Ferguson. Nixon said the National Guard would assist state and local police in case the grand jury's decision leads to a resurgence of the civil unrest that occurred in the days immediately after the Aug. 9 shooting of Michael Brown by Ferguson Police Officer Darren Wilson.

A surgeon who contracted Ebola in his native Sierra Leone died Monday while being treated in a biocontainment unit at a Nebraska hospital, the facility said. Dr. Martin Salia died of the disease shortly after 4 a.m., Nebraska Medical Center spokesman Taylor Wilson said. Ebola has killed more than 5,000 people in West Africa, mostly in Liberia, Guinea and Sierra Leone. Five other doctors in Sierra Leone have contracted Ebola, and all have died.

Russian and Polish officials confirmed Monday that they have carried out tit-for-tat diplomatic expulsions in an espionage affair that highlights intensified efforts by Moscow to penetrate NATO counties and a new determination by the West to fight back. As tensions grow over Russia's military incursions in Ukraine, Russia and several NATO members have been accusing each other of stepped up spying, with diplomats allegedly playing key roles in the activity. Russian's Foreign Ministry said that Polish authorities took the "unfriendly and unwarranted step" of expelling some of its diplomats — and that Moscow retaliated by kicking out Polish diplomats.

Federal drug enforcement agents showed up unannounced Sunday to check at least three visiting NFL teams' medical staffs as part of an investigation into former players' claims that teams mishandled prescription drugs. There were no arrests, Drug Enforcement Administration spokesman Rusty Payne said Sunday. The San Francisco 49ers' staff was checked at MetLife Stadium in East Rutherford, New Jersey, after they played the New York Giants. The Tampa Bay Buccaneers' staff was checked at Baltimore-Washington International airport after playing the Redskins. The Seattle Seahawks, who played at Kansas City, confirmed via the team's Twitter account that they were spot-checked as well.

Japan's economy unexpectedly slipped back into recession as housing and business investment dropped following a sales tax hike, hobbling its ability to help drive the global recovery. The world's third-largest economy contracted at a 1.6 percent annual pace in the July-September quarter, the government said Monday, confounding expectations that it would rebound after a big drop the quarter before. The news cast a pall over financial markets: Japan's share benchmark fell 3 percent, and many others in Asia also declined.

In a deal that shows just how quickly falling prices can upend the energy industry, Halliburton is buying rival oilfield services company Baker Hughes in a cash-and-stock deal worth $34.6 billion. Global oil prices have tumbled 31 percent over the past 5 months to levels not seen in four years. That has forced the industry cut costs by delaying or scaling back drilling – which means less work for Halliburton and Baker Hughes, companies that manage oil and gas fields for energy companies.

There is a strong chance Europe's comet lander will wake up from hibernation as it nears the sun, raising hopes for a second series of scientific measurements from the surface next year, scientists involved in the mission said Monday. The Philae lander, which became the first spacecraft to touch down on a comet Wednesday, has already sent reams of data back to Earth that scientists are eagerly examining. But there were fears its mission would be cut short because it came to rest in the shadow of a cliff.
