Afghanistan’s president said on Sunday he will not sign a security deal with the United States until next April’s elections, ignoring a recommendation by an assembly of Afghan elders and leaders that he do so by the end of 2013. Hamid Karzai’s refusal to accept the loya jirga’s overwhelming approval of the Bilateral Security Agreement and its request that he sign it in a timely manner puts in doubt the question of whether the US will keep troops in the country after the withdrawal of foreign combat forces in 2014.

A large storm already blamed for at least eight deaths in the West slogged through Oklahoma, Texas, New Mexico, and other parts of the Southwest on Sunday, leading to hundreds of flight cancellations as it slowly churned east ahead of Thanksgiving. After the storm plows through the Southwest, meteorologists expect the Arctic mass to head south and east, threatening plans for Tuesday and Wednesday as people hit the roads and airports for some of the busiest travel days of the year.

The Vatican publicly unveiled a handful of bone fragments purportedly belonging to St. Peter on Sunday, reviving the scientific debate and mystery over whether the relics found in a shoe box truly belong to the first pope. No pope has ever definitively declared the fragments to belong to the Apostle Peter, but Pope Paul VI in 1968 said fragments found in the necropolis under St. Peter’s Basilica were “identified in a way that we can consider convincing.”

Demonstrators protesting US drone strikes roughed up drivers Sunday as they sought to stop trucks carrying NATO troop supplies and equipment from passing through northwest Pakistan. The rally came a day after a party led by politician and cricket star Imran Khan said it would prevent NATO supply trucks making their way to and from Afghanistan from travelling through Khyber Pakhtun-khwa Province until the US stops drone strikes.

Avoiding a last-minute breakdown, annual UN climate talks limped forward Saturday with a modest set of decisions meant to pave the way for a new pact to fight global warming. More than 190 countries agreed in Warsaw to start preparing “contributions” for the new deal, which is supposed to be adopted in 2015. That term was adopted after China and India objected to the word “commitments” in a standoff with the US and other developed countries.

Swiss voters soundly rejected on Sunday a proposal to limit the pay of companies’ highest-paid managers to 12 times that of their lowest-paid workers, a plan that business leaders had warned could weaken the economy. Sunday’s referendum came after voters in a March vote voiced anger at perceived corporate greed.

Tens of thousands of demonstrators marched through central Kiev on Sunday to demand that the Ukrainian government reverse course and sign a landmark agreement with the European Union in defiance of Russia.
