Accident investigators said Wednesday that the engineer driving an Amtrak train wasn't using his cellphone in the moments before the train derailed in Philadelphia last month, deepening the mystery of what caused the accident. Eight people were killed and about 200 more injured in the May 12 derailment. In an updated report, the National Transportation Safety Board said its analysis of phone records "does not indicate that any calls, texts or data usage occurred during the time the engineer was operating the train." The agency also said the engineer, Brandon Bostian, didn't access the train's Wi-Fi system while he was operating the locomotive.

The Los Angeles Police Commission found that an officer wrongly approached and stopped a 25-year-old black man last year ultimately leading to the fatal close-range shooting and therefore violated department policy, according to a new report. The commission voted unanimously during a closed session Tuesday, finding that Officer Sharlton Wampler was unjustified in the August shooting of Ezell Ford but Officer Antonio Villegas was justified.

On another day of turmoil for FIFA and the World Cup, the bidding contest for the 2026 tournament was put on hold. FIFA secretary general Jerome Valcke said Wednesday it would be "nonsense" to begin the next bidding process on schedule this week amid the American investigation into soccer corruption.

The Obama administration proposed Wednesday to regulate aircraft emissions in much the same way as power plants, saying they are a threat to human health because they contain pollutants that help cause global warming. Using its authority under The Clean Air Act, the Environmental Protection Agency's preliminary finding of endangerment to human health clears the way for possible U.S. adoption of international emissions standards. A final U.S. decision on adoption of international standards is likely to be left to the next presidential administration. EPA officials said the earliest the agency is likely to propose adoption of ICAO standards would be in 2017.

US employers advertised the most open jobs in April than at any time in the 15 years that the government has tracked the data, a sign that this year's steady hiring will likely continue. The Labor Department said Tuesday that the number of open jobs at the end of April jumped 5.2 percent to 5.4 million. The figure suggests that employers anticipate stronger customer demand in the months ahead.
