Hundreds of civilians were evacuated Sunday from the besieged Syrian city of Homs, braving gunmen spraying bullets and lobbing mortar shells to flee as part of a rare three-day truce to relieve a choking blockade. Dozens were wounded as they fled. The cease-fire came as Syrian officials arrived in Switzerland for a new round of talks with opposition activists-in-exile to try to negotiate an end to Syria’s three-year conflict.

Tunisia’s government says the suspect in the July 25 assassination of an opposition politician is among four men arrested in an overnight counterterrorism raid. The Interior Ministry statement Sunday described the men as “dangerous terrorists” and identified one as Ahmed Melki, known as the “Somali” who is wanted in connected with the assassination of Mohammed Brahmi, a left-wing parliamentarian whose slaying last summer provoked a political crisis.

Austrian Matthias Mayer captured the men’s downhill and upended the elite of his sport in the men’s Olympic marquee skiing event in Sochi, Russia, Sunday. Mayer has never finished better than fifth in a World Cup downhill. Among the eight gold medalists on Day 3 were snowboarder Jamie Anderson, the American slopestyle queen who triumphed in her sport’s Olympic debut; Irene Wust, who showed why speedskating is Dutch territory; and Russia in team figure skating, likewise an Olympic newcomer, for its first gold in Sochi.

Yoichi Masuzoe, a former health minister backed by Japan’s ruling party, won Tokyo’s gubernatorial election on Sunday, defeating two candidates who had promised to end nuclear power. Masuzoe’s victory was declared in exit polls on public broadcaster NHK within minutes after voting closed.

Californians welcomed a robust weekend storm that soaked the northern half of the drought-stricken state Saturday even as rain and snow brought the threat of avalanches, flooding, and rock slides. The storm deposited a foot of snow for Lake Tahoe ski resorts that have relied on man-made snow for much of the season. Meanwhile, San Francisco, San Jose, and other urban areas recorded 1 to 3 inches of rain. But the downpours are only beginning to ease the drought conditions.

The Obama administration has eased the rules for would-be asylum-seekers, refugees, and others who hope to come to the United States or stay in the US. The Department of Homeland Security and the State Department now say that people considered to have provided “limited material support” to terrorists or terrorist groups are no longer automatically barred from the United States.

Iran said Sunday it plans to introduce a new generation of oil contracts by June that promise to be more attractive to foreign investors as it seeks to significantly boost production should international sanctions hobbling its vital energy industry be lifted. The new terms being developed signal the OPEC member’s eagerness to attract outside expertise and capital.
