The Belgian government sought Sunday to contain criticism of its handling of the Brussels attacks, as investigators launched 13 anti-terror raids in the capital and two other cities and taking four more people in custody. Interior Minister Jan Jambon conceded Sunday that decades of neglect had hampered the government's response to violent extremism, while in central Brussels, riot police used water cannons to break up agitated demonstrators protesting against the Islamic State.

Pope Francis tempered his Easter Sunday message of Christian hope with a denunciation of "blind" terrorism, recalling victims of attacks in Europe, Africa and elsewhere, as well as expressing dismay that people fleeing war or poverty are being denied welcome as European countries squabble over the refugee crisis. Before addressing a crowd of thousands in St. Peter's Square, the Pope visited those waiting for the speech in his open-topped car, leaning over barriers to visit with the faithful.

Syrian government forces backed by Russian airstrikes drove Islamic State fighters from Palmyra on Sunday, ending the group's 10-month reign of terror over a town whose famed 2,000-year-old ruins once drew tens of thousands of visitors each year. Government forces had been on the offensive for nearly three weeks to try to retake the central town, known among Syrians as the "Bride of the Desert," which fell to the extremists last May. Their advance marks the latest in a series of setbacks for IS, which has come under mounting pressure on several fronts in Iraq and Syria in recent months.

California legislators and labor unions have reached a tentative agreement that will take the state's minimum wage from $10 to $15 an hour, a state senator said, a move that would make for the largest statewide minimum in the nation by far. The plan would raise the minimum wage slowly until 2022. The agreement could avoid ballot measures condemned by business leaders that seek to raise the minimum wage faster, but would still need to pass the legislature and be signed by the governor.

Firefighters trying to snuff out the biggest wildfire in Kansas history are getting help from military helicopters — and a potential assist from looming rain or snow. Four helicopters from the Kansas National Guard were deployed Saturday in the effort to contain the persistent prairie blazes that since Tuesday have charred at least 620 square miles in Oklahoma and southern Kansas. Six homes have been destroyed and some livestock has been lost, according to officials. Three bridges and one railroad trestle have also been damaged or destroyed. No serious human injuries have been reported.

Thousands of soldiers marched solemnly through the crowded streets of Dublin on Sunday to commemorate the 100th anniversary of the Easter Rising against Britain, a fateful rebellion that reduced parts of the capital to ruins and fired the country's flame of independence. The Easter parade through Dublin featured military ceremonies at key buildings seized in 1916, when about 1,200 rebels sought to ignite a popular revolt against Ireland's place in the United Kingdom.
