Two officers were shot in front of the Ferguson Police Department early Thursday, authorities said, as demonstrators gathered after the city's police chief resigned in the wake of a scathing Justice Department report alleging bias in the police department and court. A 32-year-old officer from nearby Webster Groves was shot in the face and a 41-year-old officer from St. Louis County was shot in the shoulder, St. Louis County Police Chief Jon Belmar said at a news conference.

The world is "not even close to grasping the magnitude" of the humanitarian crisis in Syria, a top aid official said ahead of the fourth anniversary of the peaceful protests that marked the start of the devastating conflict. "We may live with the aftermath of the Syrian conflict for generations," Jan Egeland, head of the Norwegian Refugee Council (NRC), told the Thomson Reuters Foundation. The conflict has killed some 200,000 people, created more than 3.9 million refugees, mostly in Turkey, Lebanon and Jordan, and displaced 7.6 million people within Syria, UN figures show.

The roof of a five-story cement factory under construction in Bangladesh collapsed Thursday, killing at least five workers and trapping as many as 100, an official said. About 150 workers were on duty when the collapse occurred in Mongla in Bagerhat district, fire official Mizanur Rahman said.

Military officials say they have found the main site where a helicopter crashed during a training mission off the Florida coast, killing seven Marines and four soldiers. Col. Monte Cannon said Thursday that officials are not hopeful any survivors will be found. He says the mission has transitioned from search and rescue to recovery.

Fake IRS agents have targeted more than 366,000 people with harassing phone calls demanding payments and threatening jail as part of a huge nationwide tax scam. More than 3,000 people have fallen for the ruse, Timothy Camus, a Treasury deputy inspector general for tax administration, said Thursday. They have been duped out of a total of $15.5 million. People in every state have been targeted.

The Homeland Security Department is investigating two senior Secret Service agents accused of crashing a car into a White House security barrier, an agency spokesman said Wednesday, in the latest embarrassment for the agency tasked with protecting the president. Secret Service spokesman Robert Hoback said recently appointed Director Joseph Clancy has been briefed on the March 4 incident. Clancy has asked the Homeland Security Department's Inspector General's Office to investigate the incident. The agency said the two agents have been reassigned to non-supervisory, non-operational jobs.

British spies carry out mass interception of the public's emails and access large databases with individuals' personal details, but their actions are not indiscriminate or unlawful, a powerful committee of lawmakers said on Thursday. Britain's security agencies have been accused of unfettered snooping on electronic communications since disclosures by US National Security Agency contractor Edward Snowden indicated spies had been hoovering up emails, text messages and internet communications.
