Thirteen years after the 9/11 terrorist attack, the resurrected World Trade Center is again opening for business – marking an emotional milestone for both New Yorkers and the nation. Publishing giant Conde Nast began moving Monday into One World Trade Center, a 104-story, $3.9 billion skyscraper that dominates the Manhattan skyline. It is America's tallest building.It's the centerpiece of the 16-acre site where the decimated twin towers once stood and where more than 2,700 people died on Sept. 11, 2001.

Islamic State group militants publicly shot dead 36 Sunni tribesmen, women and children Monday, an Iraqi official and a tribal leader said, pushing the total number of members slain by the extremists in recent days to more than 200. Sheik Naim al-Gaoud, a senior figure in the Al Bu Nimr tribe, said the militant group killed 29 men, four women and three children, lining them up in in the village of Ras al-Maa, north of Ramadi. The tribal leader warned that 120 families are still trapped there.

Alarmed by how jihadi veterans back home from Afghanistan and Iraq joined an Al Qaeda uprising a decade ago, Riyadh is now trying to halt recruitment of Saudis to the Islamic State militant cause, even as it funds and arms rebels in Syria. The government and clerics are pushing their message in both the media and the mosque: Saudis who join radical groups such as Islamic State will get sucked into a jihadist experience that is ugly and futile.

More people have voted early in at least 10 states than in 2010, and Republicans and Democrats alike say the numbers show they have the advantage in key Senate and gubernatorial races heading into Tuesday. Perhaps nowhere is the debate over who benefits from the early turnout fiercer than in North Carolina, where Democratic Sen. Kay Hagan is seeking a second term. Her race with Republican challenger Thom Tillis, the state house speaker, is among the matchups that will decide whether Republicans will pick up the six seats they need to retake control of the Senate.

After a six-year scientific marathon that involved about 4,000 authors, contributors and reviewers and 30,000 climate studies, the UN's expert panel on climate change has published its latest assessment on global warming. Now many wonder what's next. The Intergovernmental Panel on Climate Change has answered the most important question on global warming – whether humans are causing it – with 95 percent certainty: Yes. Next year, the IPCC is set to make a decision on its future and even the panel itself is asking whether it makes sense to embark on another mammoth climate report, which would be its sixth since 1988.

Chrysler, Nissan and Honda all reported US sales gains last month as falling gas prices and an improving economy boosted sales of pickup trucks and SUVs. Chrysler said its US sales rose 22 percent to 170,480 for its best October since 2001, while both Nissan and Honda posted their best October ever. Nissan sales were up 13 percent over a year ago, while Honda's rose nearly 6 percent. The early reports Monday were a strong sign that the auto sales boom would continue at pre-recession levels through the rest of the year.
