Four Cuban exiles from Miami have been detained in Cuba and accused of planning “terrorist actions,” Havana authorities said Wednesday, the first such arrests in years. The Interior Ministry said the men were taken into custody April 26 and alleged that their targets were military. Few details were released, and it was not clear why it took so long to make the arrests public.

Carrying their rifles and small bags of belongings, hundreds of exhausted Syrian rebels withdrew Wednesday from their last remaining strongholds in the heart of Homs, surrendering to President Bashar al-Assad a violence-racked city that was once the center of the revolt against him.

NBC secured the US broadcast rights to the Olympics through 2032 on Wednesday in a record six-games agreement worth $7.75 billion, a surprise deal that shuts out rival American networks and provides further long-term financial security to the International Olympic Committee. In a deal negotiated secretly over six months, the IOC awarded the exclusive rights to NBC on all media platforms for three Summer Games and three Winter Games, a potential boost for a US bid to host the Games.

A court ousted Thailand’s prime minister on Wednesday for abuse of power, accomplishing what antigovernment demonstrators have sought to do for the past six months and further widening the country’s sharp political divide. Supporters of deposed Prime Minister Yingluck Shinawatra called for a huge rally Saturday to protest the ruling by the Constitutional Court, that exercised powers laid out in a constitution written by a military government after a coup in 2006. The leader of the antigovernment protesters, Suthep Thaugsuban, meanwhile, told his followers that they would stage a “final offensive” on Friday and would achieve their goal of fully ousting the government.

Chinese ships have been ramming into and firing water cannons at Vietnamese vessels trying to stop Beijing from putting an oil rig in the South China Sea, according to officials and video footage Wednesday, in a dangerous escalation of tensions over waters considered a global flash point. Several boats have been damaged, and at least six Vietnamese on board them have been injured, officials said. The US said it was strongly concerned by “dangerous conduct” in the area.

The Environmental Protection Agency assured Congress on Wednesday it will resolve a sensational dispute with its inspector general over allegations that an EPA office run by President Obama’s top political staff interfered with independent investigations.

Surveying the residue of nature’s destructive power in the country’s midsection, President Obama pledged Wednesday to residents of tornado-ravaged Arkansas communities that their government will stand with them until they finish rebuilding. Obama said he wanted to assure those grieving the loss of loved ones, homes and treasured possessions that they will not be forgotten.
