The coldest, most dangerous blast of polar air in decades gripped the Midwest and pushed toward the East and South on Monday, closing schools and grounding flights. Many across the nation’s midsection went into virtual hibernation, while others dared to venture out in temperatures well below zero. Forecasters said some 187 million people in all could feel the effects of the “polar vortex” by the time it spreads across the country.

Officials in Ethiopia say that direct talks between the warring factions of South Sudan have stalled. Officials close to the talks between representatives of President Salva Kiir and former Vice President Riek Machar said the peace talks have hit a snag over differences on the agenda. An Ethiopian official who insisted on anonymity because he wasn’t authorized to speak publicly said it has become clear that more procedural groundwork needs to be laid before talks can continue.

South Korea’s president on Monday called for resuming reunions of families separated by war, expressing hopes that the humanitarian program would improve strained ties between the rival Koreas. The two Koreas had planned to hold family reunions in September for the first time in three years but Pyongyang canceled them at the last minute.

Liz Cheney, daughter of former Vice President Dick Cheney, on Monday abruptly abandoned her effort to unseat Republican incumbent Sen. Mike Enzi of Wyoming. Cheney cited “serious health issues” that “have recently arisen in our family” as the reason for her decision. But her candidacy had raised hackles in the Republican Party.

The US Supreme Court has refused a group of doctors’ request to block implementation of the nation’s new health care law. Chief Justice John Roberts turned away without comment Monday an emergency stay request from the Association of American Physicians & Surgeons, Inc. and the Alliance for Natural Health USA. They asked the chief justice Friday to temporarily block the law, saying Congress had passed it incorrectly by starting it in the Senate instead of the House.

German Chancellor Angela Merkel was injured during a skiing accident in the Swiss Alps and will have to cut back on her work schedule for the next three weeks, her spokesman said Monday.

Bangladesh’s ruling Awami League party was leading Monday with 232 seats in a national election marred by violence and boycotted by the opposition amid concerns by the international community that the process was deeply flawed.

Waves up to 27 feet high slammed into Britain’s southwestern coast on Monday, as residents braced for another round of flooding. The Met Office, Britain’s weather forecasting body, warned of wind gusts up to 70 m.p.h. and said the storm is loosely connected to the weather system that caused the US winter storm.
