North and South Korea fired hundreds of artillery shells into each other’s waters Monday in a flare-up of animosity that forced residents of five front-line South Korean islands to evacuate to shelters for several hours, South Korean officials said. The exchange of fire into the Yellow Sea followed Pyongyang’s sudden announcement that it would conduct live-fire drills in seven areas north of the Koreas’ disputed maritime boundary.

In a flood of last-minute sign-ups, hundreds of thousands of Americans rushed to apply for health insurance Monday, as deadline day for President Obama’s overhaul brought long waits and a new spate of website ills. The website stumbled early in the day – out of service for nearly four hours as technicians patched a software bug. Another hiccup in early afternoon temporarily kept new applicants from signing up.

US Secretary of State John Kerry headed back to the Middle East on Monday for talks with Israeli and Palestinian leaders as peace talks have reached a critical make-or-break point. The State Department said Kerry was flying from Paris to Tel Aviv for meetings that may be held in Jerusalem and Ramallah. Kerry spoke Monday with leaders from both sides as well as with the White House before deciding to go.

Crews searching through the muck and devastation wrought by Washington’s deadly mudslide are finding more human remains on the east side of the slide, near the town of Darrington. A division supervisor for the search effort said Monday that search teams are learning more about the force of the March 22 slide, and that is helping them better locate victims in a debris field that is 70 feet deep in places.

Although it has been slow, difficult, and frustrating so far, the search for the missing Malaysia Airlines jet is nowhere near the point of being scaled back, Australia’s prime minister pledged Monday. The three-week hunt for Flight 370 has turned up no sign of the Boeing 777, which vanished March 8 with 239 people bound for Beijing from Kuala Lumpur, Malaysia. Ten planes and 11 ships found no sign of the missing plane in the search zone in the southern Indian Ocean, about 1,150 miles west of Australia, officials said.

The International Court of Justice on Monday ordered a temporary halt to Japan’s Antarctic whaling program, ruling that it is not for scientific purposes as the Japanese government had claimed. Australia had sued Japan at the UN’s highest court for resolving disputes between nations in hopes of ending whaling in the icy Southern Ocean.

The US Transportation Department issued a rule Monday that will require rearview cameras in many new vehicles – an effort to reduce serious injuries and deaths caused by backing up. The final rule issued by the National Highway Traffic Safety Administration will require new vehicles under 10,000 pounds and built on or after May 1, 2018 to meet the new rear-visibility standards.
