President Obama will remove Cuba from the list of state sponsors of terrorism, the White House announced Tuesday, a key step in his bid to normalize relations between the two countries. Obama made the final decision following a State Department review of Cuba's presence on the list. The terror designation has been a stain on Cuba's pride and a major stumbling block for efforts to mend ties between Washington and Havana.

On the first anniversary of the kidnapping by Islamic extremists of hundreds of girls from a school in northeast Nigeria, President-elect Muhammadu Buhari said Tuesday that he cannot promise to find the 219 who are still missing. "We do not know if the Chibok girls can be rescued. "Their whereabouts remain unknown," Buhari said in a statement. Activists are marking the anniversary with a change in their slogan from "Bring Back Our Girls – Now and Alive" to "Never to be Forgotten."

All but one of 10 former Atlanta public school educators were sentenced to jail time Tuesday in a widespread conspiracy to inflate student scores on the state's standardized tests, and the judge called the case "the sickest thing that's ever happened in this town." Fulton County Superior Court Judge Jerry Baxter had delayed sentencing by a day and encouraged all to negotiate deal with prosecutors. But only two agreed to deals.

President Obama pledged $200 million in humanitarian aid to Iraq Tuesday to help those displaced by Islamic State militants, while making no mention of any further military support that the Iraqi prime minister came seeking at the White House. Obama made the financial commitment during an Oval Office meeting with Iraqi Prime Minister Haider al-Abadi

Before a bystander's video led to his murder charge and firing, North Charleston Police Officer Michael Slager said he killed a fleeing suspect in a traffic stop after a struggle over his Taser. Along with other worrisome aspects of the shooting of Walter Scott, Slager's attempt to subdue him with a stun gun points to a policing paradox that has civil rights advocates alarmed. Promoted as tools to avoid lethal force, stun guns can sometimes become part of a deadly equation. The Associated Press found at least seven other fatal shootings of black men by police in confrontations involving stun guns in recent years.

Nokia revealed Tuesday it's in advanced talks to buy the ailing French telecoms company Alcatel-Lucent, an apparent bid to become a leading global networks operator. Hopes for a deal were boosted by news that the French government, which has a history of intervening in takeover attempts by foreign companies, would give its blessing. In a brief statement, Nokia Corp. said the two companies are in negotiations "with respect to a potential full combination which would take the form of a public exchange offer by Nokia for Alcatel-Lucent."

Percy Sledge, who soared from part-time singer and hospital orderly to lasting fame with his aching, forlorn performance on the classic "When a Man Loves a Woman," died Tuesday in Louisiana. A No. 1 hit in 1966, "When a Man Loves a Woman" was Sledge's debut single, an almost unbearably heartfelt ballad with a resonance he never approached again.
