President Barack Obama on Wednesday asked Congress for $6.2 billion in emergency funds to confront Ebola at its source in West Africa and to secure the United States against any possible spread. Administration officials say $2 billion of the total would be apportioned to the United States Agency for International Development and $2.4 billion would go to the Department of Health and Human Services. More than $1.5 billion would be for a contingency fund to deal with any unanticipated developments like a flare-up in West Africa or a need to vaccinate US health care workers.

When Islamic State militants retreated from the embattled town of Jurf al-Sakher last week, the Iraqi military was quick to flaunt a rare victory against the extremist group, with state television showing tanks and Humvees parading through the town and soldiers touring government buildings that had been occupied by the militants since August. However, photos soon emerged on independent Iraqi news websites revealing a more discrete presence – the powerful Iranian general Ghasem Soleimani – whose name has become synonymous with the handful of victories attributed to Iraqi ground forces. Local commanders said Lebanon's powerful Shiite Hezbollah group was also on the front lines.

Russia said Wednesday it has decided not to engage in preparations for a nuclear summit in Washington, arguing that it serves little purpose and gives too much weight to the US. The statement was the first confirmation by Moscow that it intends to snub the 2016 Nuclear Security Summit in Washington. US and European officials earlier told The Associated Press that Moscow refused to participate. The Russian Foreign Ministry said in the statement that the three previous such summits have largely fulfilled the set goals and the new meeting could add little value to that. It also argued that the US has tried to assume the role of "the main and privileged player" at the forum.

US companies added 230,000 jobs in October, the most in four months and a sign that businesses are still willing to hire despite signs of slowing growth overseas. Payroll processer ADP said Wednesday that the job gains were slightly ahead of the 225,000 added in September, which was revised up from an initial estimate of 213,000 and the ADP report's biggest total since June. Job gains above 200,000 are usually enough to lower the unemployment rate.

In largely symbolic referendums, Michigan voters have rejected two state laws that allow hunting of gray wolves. One measure removed the wolf from the state endangered list and classified it as a game species. The other empowered the appointed Natural Resources Commission to decide whether wolves should be hunted. The outcome of Tuesday's election voids both laws. But the Legislature passed yet another pro-hunting bill this summer that will remain in effect.

A lawyer for the University of Miami's former pitching coach said Wednesday that Alex Rodriguez admitted to federal investigators he used steroids supplied by the owner of a now-closed South Florida clinic. Attorney Frank Quintero Jr., who represents Lazaro "Laser" Collazo in his defense against charges of conspiracy to distribute performance-enhancing drugs, told The Associated Press that the New York Yankees third baseman confessed to steroids use, according to Drug Enforcement Administration documents provided by the government to defense lawyers. The Miami Herald first reported Rodriguez's admission Wednesday, saying he met with DEA agents on Jan. 29 at the agency's South Florida field office.
