Two raging fires in Los Angeles destroyed a massive residential complex under construction, heavily damaged another building under construction, and snarled rush hour traffic while raining ash over a large area early Monday. More than 250 firefighters fought a downtown blaze that was sparked at a block-long construction site around 1:20 a.m., Los Angeles Fire Department Chief Ralph Terrazas said. Flames consumed the 7-story wood-framed structure and damaged two adjacent high-rises before being brought under control within 90 minutes.

Typhoon Hagupit weakened into a tropical storm Monday after leaving at least 21 people dead and forcing more than a million into shelters, while sparing most of a central Philippine region still reeling from last year's monster Typhoon Haiyan. Hagupit made landfall shortly before nightfall in the resort town of San Juan in Batangas province, 60 miles south of Manila, the capital, with maximum sustained winds of 53 miles per hour and gusts of 62 mph. But a few hours later, Manila still was experiencing only slight winds and light rain.

A small, private jet crashed into a house in Maryland's Montgomery County on Monday, killing at least three people on board, authorities said. Preliminary information indicates at least three people were on board and didn't survive the Monday crash into home in Gaithersburg, a Washington, D.C. suburb, said Pete Piringer, a Montgomery County Fire and Rescue spokesman. He said a fourth person may have been aboard. Piringer said the jet crashed into one home around 11 a.m., setting it and two others on fire. Crews had the fire under control within an hour and were searching for anyone who may have been in the homes.

The Indian capital of New Delhi on Monday banned the taxi-booking service Uber after a woman accused one of its drivers of raping her. Transport official Satish Mathur made the announcement as the 32-year-old suspect appeared in a New Delhi court. The court ordered Shiv Kumar Yadav held for three days for police questioning over allegations that he raped the finance company employee after being hired to ferry her home from a dinner engagement on Friday night. The case, almost two years after a young woman was fatally gang raped on a bus in the capital, has renewed national anger over sexual violence in India and demands for more effort to ensure women's safety.

Honda plans to replace the driver's air bag inflators on 2.6 million more vehicles as it expands repairs to the entire US. The Japanese automaker is the only company to comply with demand from the US National Highway Traffic Safety Administration to do repairs nationwide. Honda says it's doing so to address customer concerns. Air bags made by Japanese supplier Takata Corp. can inflate with too much force, blowing apart a metal canister and spewing shrapnel. At least five people have died due to the problem.

Merck will buy Cubist Pharmaceuticals for $8.4 billion, illustrating a new emphasis on combating so-called "superbugs" that have drawn dire warnings from global health organizations. Cubist Pharmaceuticals Inc. does advanced antibiotic research. The World Health Organization warned in April that without a coordinated effort, "the world is headed for a post-antibiotic era, in which common infections and minor injuries which have been treatable for decades can once again kill."
