Iraq's prime minister on Wednesday ordered his first major shakeup of his military since taking office three months ago, relieving 26 army officers of their commands and retiring 10 others as a monitoring group said airstrikes by a US-led coalition against the so-called Islamic State and other extremists in neighboring Syria have killed more than 860 people, including civilians, since they began in September. The Iraqi military shakeup, which included the appointment of 18 new commanders, was ordered "as part of efforts to reinforce the work of the military on the basis of professionalism and fighting graft in all its forms," according to a statement posted on Prime Minister Haider al-Abadi's official website.

NATO's top commander says new columns of Russian troops and tanks have rolled into eastern Ukraine, a claim promptly denied by Moscow. US Gen. Philip Breedlove said Wednesday that in the last two days "we have seen columns of Russian equipment, primarily Russian tanks, Russian artillery, Russian air defense systems and Russian combat troops entering into Ukraine." The Russian Defense Ministry quickly rejected Breedlove's statement as groundless.

A federal judge on Wednesday struck down South Carolina's same-sex marriage ban as unconstitutional, opening the door to such marriages but also giving the state a week to appeal. US District Judge Richard Gergel, ruling in the case of a same-sex couple from Charleston who sued to be married, found South Carolina's state constitutional ban "invalid as a matter of law."

A group of Turkish ultra-nationalists attacked three US sailors on a crowded street in Istanbul on Wednesday, shouting "Yankee go home" and trying to pull hoods over their heads in an assault condemned by the United States. Video footage posted on the website of the ultra-nationalist Turkish Youth Union showed the attackers surrounding the sailors, calling them "murderers" and throwing orange paint at the men.

Republicans have promised Bill Cassidy a seat on the Senate's energy committee if he defeats Democratic Sen. Mary Landrieu in Louisiana's runoff election next month, potentially undercutting one of her main arguments for re-election. Landrieu has repeatedly touted the importance of her seat on the Senate Energy and Natural Resources Committee in her campaign for a fourth term representing a state with a robust oil and gas industry.

US, British and Swiss regulators have fined five global banks $3.4 billion for attempting to manipulate foreign exchange markets – the latest penalties for an industry previously criticized for rigging interest rates and for their role in triggering the global financial crisis. The US Commodity Futures Trading Commission, the UK Financial Conduct Authority and the Swiss Financial Market Supervisory Authority said Wednesday that Citibank, JPMorgan Chase Bank, Royal Bank of Scotland, HSBC Bank and UBS had agreed to settlements. The FCA said it is continuing to investigate Barclays Bank.

Macy's Inc. reported a 23 percent increase in its fiscal third quarter earnings as some expenses fell. But the department store cut its annual profit outlook because of a sales shortfall in the period. Macy's, a standout among its peers throughout the economic recovery, is the first of the major retailers to report third quarter results, which should provide a glimpse into shoppers' mindset as the retail industry gears up for the critical holiday shopping season.
