Japanese Prime Minister Shinzo Abe ordered the operator of the country’s crippled nuclear power plant Thursday to scrap all six reactors at the site and to concentrate on tackling pressing issues like radioactive water leaks. After taking a firsthand look at the Fukushima Daiichi plant, however, Abe insisted that radiation-contaminated water had been contained at the complex and said he would fend off “rumors” regarding Fukushima’s safety.

The number of people unaccounted for from Colorado’s flooding has fallen dramatically as rescuers reach stranded victims, and electricity and phone services are restored to ravaged areas, allowing residents to contact family, friends, or authorities. The number of people unaccounted for dropped from 1,200 to about 200.

Tens of thousands of security forces in Iraq’s self-ruled northern Kurdish region flocked on Thursday to polling centers to vote, two days ahead of the area’s fourth election for local parliament since 1992. McCain also criticized Putin for siding with Syrian President Bashar al-Assad in the 2-1/2-year civil war that has killed more than 100,000 people.

French President François Hollande declared Thursday that the war on terror had been won in the West African nation of Mali, listing the towns that French and Malian troops had liberated from Al Qaeda’s local fighters earlier this year. Hollande spoke at inauguration festivities for Malian President Ibrahim Boubacar Keita, who won the election that the French urged Mali to hold only months after radical jihadists had been largely ousted from power in northern Mali.

JPMorgan Chase & Co. will pay $920 million and has admitted that it failed to oversee trading that led to a $6 billion loss and renewed worries about serious risk-taking by major banks. The US Justice Department is still investigating the bank for possible criminal violations.

The son of Libya’s former dictator Muammar Qaddafi missed a court hearing Thursday after the militia holding him refused to send him to the capital, underscoring the continued weakness of the central government after the country’s civil war. Seif al-Islam Qaddafi, the most prominent figure of his father’s regime, appeared for a separate hearing instead in the western town of Zintan.
