The weapons used by a terror cell to kill 17 people around Paris came from outside the country and authorities are urgently tracing the source of the financing, a French police official said Tuesday. Christophe Crepin, a French police union representative, said several people were being sought in relation to the "substantial" financing of the three gunmen, as well as others in their network. He said the weapons stockpile clearly came from abroad and the amount spent shows an organized network. The news came hours after a Bulgarian prosecutor announced they had a man in custody with ties to one of the brothers who carried out the Charlie Hebdo newspaper massacre.

An attack on a passenger bus in eastern Ukraine Tuesday killed 11 people, likely dealing the final blow to hopes that a short-lived and shaky cease-fire could take hold. Across Donetsk, the city that Russian-backed separatists call their capital, explosions and the sound of shells whistling overhead are again unnerving the local population. The holiday period was spent in relative tranquility after a new truce was called in December between government troops and Russian-backed militia. But by late last week, that uneasy calm was steadily unraveling.

The transit network in the nation's capital was hobbled Tuesday after an electrical malfunction filled a busy subway station with smoke a day earlier, killing one woman and sending dozens of people to hospitals. Smoke started filling the train and station at the beginning of the Monday afternoon rush hour and led to the first fatality on Washington's Metro system since a 2009 crash killed eight passengers and a train operator.

Divers retrieved the crashed AirAsia plane's second black box from the bottom of the Java Sea on Tuesday, giving investigators essential tools to piece together what brought Flight 8501 down. The cockpit voice recorder was freed from beneath the heavy ruins of a wing early in the morning from a depth of 98 feet, a day after the aircraft's flight data recorder was recovered, said Tonny Budiono, sea navigation director at the Transportation Ministry.

California Attorney General Kamala Harris plans to become the first prominent Democrat to enter what's expected to be a full field in the 2016 race to replace Barbara Boxer in the US Senate. Harris is the first woman and the first minority to serve as California's top prosecutor. She is a former two-term San Francisco district attorney, a friend of President Obama's and attracted national attention when she helped negotiate a settlement with major mortgage lenders and secured extra funding for California.

Fans took to the streets after Ohio State's national college football championship early Tuesday, yelling and screaming in delight, setting nearly 90 fires and in the case of a few, tearing down an Ohio Stadium goal post. Police made a handful of arrests after using tear gas and pepper spray to disperse crowds of Ohio State students and other fans following the Buckeyes' win. Officers on foot, on horses and in cruisers patrolled the main drag through campus after midnight Tuesday, when revelers spilled out of bars near the campus to celebrate the university's 42-20 win over the University of Oregon in Dallas.
