A man charged with killing a sheriff's deputy near Houston fired a total of 15 times, authorities said Monday. Shannon J. Miles, who is accused of capital murder and whose criminal record includes convictions for resisting arrest and disorderly conduct with a firearm, appeared briefly in state District Court in handcuffs and shackles. The 30-year-old Houston resident said little, other than to answer the judge's questions. He's being held without bond. Harris County District Attorney Devon Anderson would not comment on a motive, saying investigators were still trying to figure that out.

Trains carrying hundreds of migrants started arriving in Vienna on Monday after Austrian authorities appeared to give up trying to apply European Union rules by filtering out refugees who had already claimed asylum in Hungary. In the latest twist in a humanitarian and political crisis that is now testing the survival of both Europe's open-border regime and its asylum rules, Hungary allowed the migrants, many of them fleeing Syria's civil war, to cram into at least four trains leaving Budapest for Austria or Germany. Many of the refugees arriving in Vienna railway station on Monday evening immediately raced to board trains heading on to Germany, as policemen looked on passively, preferring not to intervene, witnesses said.

South Sudan's rebel leader is warning attacks by government troops on rebel-held areas could sabotage a peace agreement. Riek Machar told reporters in Ethiopia Monday that the South Sudan government is not respecting the cease-fire. Both sides agreed to a cease-fire that took effect Sunday, but there are reported violations in the volatile states of Upper Nile and Unity. Machar accused government troops of attacking despite the cease-fire and urged President Salva Kiir's government to control its troops. From their side, South Sudanese officials accused rebels of launching fresh attacks on Monday.

Wall Street ended lower on Monday and wrapped up its worst month since 2012 after a senior Federal Reserve official heightened fears among investors of a potential US interest hike in September. Fed Vice Chairman Stanley Fischer on Saturday said US inflation would likely rebound as pressure from the dollar fades, allowing the Fed to raise interest rates gradually. Many analysts took Fischer's comments as a sign the Fed would raise rates in September, instead of December. That shook investors who were already jumpy after weeks of turbulence caused by concerns about a stumbling Chinese economy.

Fred strengthened to a hurricane just before striking the Cape Verde Islands in the Atlantic Ocean. The US National Hurricane Center in Miami says Fred's maximum sustained winds Monday morning were near 80 mph. Gradual weakening is forecast to begin Tuesday. Meanwhile in the Pacific, Hurricane Jimena is moving quickly over open water. The Category 4 storm has maximum sustained winds near 150 mph. Jimena is centered about 1,430 miles east of Hilo, Hawaii, and is moving west-northwest near 17 mph.

NFL Commissioner Roger Goodell and New England Patriots quarterback Tom Brady attended last-minute settlement talks between the NFL and its players union Monday before a judge announced he would decide the dispute over deflated footballs with a ruling in a day or two. Everyone involved "tried quite hard" to reach a deal in the controversy that has hung over professional football since New England easily won the AFC title game in January, US District Judge Richard Berman said in federal court in Manhattan. However, Berman said: "We did not reach a settlement. ... In some cases, it doesn't happen and this is one of those cases."
