A patient at a Dallas hospital has tested positive for Ebola, the first case of the disease to be diagnosed in the United States, federal health officials announced Tuesday. Texas Health Presbyterian Hospital is following CDC recommendations to keep doctors, staff and patients safe, say officials. Since July, 12 other people in the US have been tested for Ebola, but those tests all came back negative.

President Barack Obama and India's new Prime Minister Narendra Modi said Tuesday that "it is time to set a new agenda" between their countries, addressing concerns that the world's two largest democracies have grown apart. The leaders met in the Oval Office Tuesday, the centerpiece of Modi's two-day visit to the White House, and described their agenda in an opinion article that appeared on The Washington Post website. They said they will explore ways to expand collaboration on trade, investment and technology "that harmonize with India's ambitious development agenda, while sustaining the United States as the global engine of growth."

A man accused of abducting and killing a real estate agent in rural Arkansas pleaded not guilty Tuesday to preliminary charges of kidnapping and capital murder, hours after the woman's body was discovered in a shallow grave. Arron Michael Lewis appeared in court Tuesday and pleaded not guilty to one count each of capital murder, kidnapping and robbery, as well as four weapons charges, according to the office of Pulaski County District Judge Wayne Gruber. Early Tuesday morning, investigators found the body of Beverly Carter in a rural area about 25 miles northeast of Little Rock.

Increased seismic activity raised concern Tuesday about the possibility of another eruption at a Japanese volcano where 36 people were killed, forcing rescuers to suspend plans to try to recover at least two dozen bodies still near the summit. Volcanic tremors rose to a level not seen since Saturday evening, hours after Mount Ontake's initial large eruption, said Shoji Saito of the Japan Meteorological Agency. The tremor levels were oscillating up and down.

Britain's interior minister on Tuesday proposed new powers to bar people with extremist views from appearing on television or publishing on social media, even if they are not breaking any laws. Home Secretary Theresa May told a conference of the governing Conservatives that if re-elected next year, the party will introduce civil powers to disrupt people who "spread poisonous hatred" even within the law. Under the proposal, police could apply for a court order to disrupt "harmful activity" by restricting an individual's movements, preventing them from speaking in public or stopping them publishing articles online.

US consumer confidence dropped in September after hitting the highest level in nearly seven years in August. The Conference Board reported Tuesday that its confidence index fell to 86.0, the lowest point since a May reading of 82.2. It was the first decline after four months of gains and followed a revised 93.4 in August, which had been the highest reading since October 2007, two months before the Great Recession officially began. Conference Board economist Lynn Franco said the decline reflected a less bullish view of the current job market, likely reflecting a softening in growth following the economic rebound that occurred in the spring.

The oil and railroad industries are urging federal regulators to allow them as long as seven years to upgrade existing tank cars that transport highly volatile crude oil, a top oil industry official said Tuesday. The cars have ruptured and spilled oil during collisions, leading to intense fires. Jack Gerard, president of the American Petroleum Institute, told reporters that his group and the Association of American Railroads are jointly asking the Transportation Department for six months to 12 months for rail tank car manufacturers to gear up to overhaul tens of thousands of cars and another three years to retrofit older cars.
