A grand jury has decided not to indict Ferguson police officer Darren Wilson in the death of Michael Brown, the unarmed, black 18-year-old whose fatal shooting sparked weeks of sometimes-violent protests and exposed deep racial tension between many black Americans and police. St. Louis County Prosecuting Attorney Bob McCulloch announced the decision Monday evening. A grand jury of nine whites and three blacks had been meeting weekly since Aug. 20 to consider evidence. The panel met for 70 hours and heard from 60 witnesses. McCulloch stressed that the grand jurors were "the only people who heard every witness ... and every piece of evidence." He said many witnesses presented conflicting statements that ultimately were inconsistent with the physical evidence.

A 12-year-old boy was fatally shot by Cleveland police after brandishing what turned out to be a replica gun, triggering an investigation into his death and a legislator's call for such weapons to be brightly colored or bear special markings. The boy, identified by the medical examiner as Tamir Rice, died from his wounds Sunday, a day after officers responded to an emergency call about someone waving a "probably fake" gun at a playground. Deputy Chief Ed Tomba said one officer fired twice after the boy pulled the fake weapon — which was lacking the orange safety indicator usually found on the muzzle — from his waistband but had not pointed it at police. The boy did not make any verbal threats but grabbed the replica handgun after being told to raise his hands, Tomba said.

Days of unusually heavy rain pounded Morocco's south and unleashed deadly floods that killed 32 people, the Interior Ministry said Monday. Near the southern city of Guelmim alone, 24 people died, including 11 who were recovered from the Oued Talmaadart, which is normally a dry riverbed but the flooding turned it into a raging torrent. TV footage showed swiftly running waters from the Oued Talmaadart cutting across a highway, leaving cars stranded in the middle with people taking refuge on top of their vehicles.

Fears of disastrous flooding from a rapid meltdown of the Buffalo area's 7 feet of snow eased on Monday, but high winds became a menace, threatening to knock down trees and power lines. Forecasters, meanwhile, defended the National Weather Service following criticism from Gov. Andrew Cuomo, who accused the agency of failing to anticipate how bad Buffalo's epic snowstorm would be. Cuomo, in the region for a sixth straight day, said state-deployed pumps and sandbags were in place as rain and temperatures over 60 rapidly melted the snow. Residents shoveled snow in T-shirts against the backdrop of white drifts.

Turkish President Recep Tayyip Erdogan set off a new controversy on Monday, declaring that women are not equal to men and accusing feminists of not understanding the special status that Islam attributes to mothers. Addressing a meeting in Istanbul on women and justice, Erdogan said men and women are created differently, that women cannot be expected to undertake the same work as men, and that mothers enjoy a high position that only they can reach. Lawyer and women's rights activist Hulya Gulbahar said Erdogan's comments were in violation of Turkey's constitution, Turkish laws and international conventions on gender equality and didn't help efforts to stem high incidences of violence against women in Turkey.

Against the team of hackers, the poor car stood no chance. Meticulously overwhelming its computer networks, the hackers showed that – given time — they would be able to pop the trunk and start the windshield wipers, cut the brakes or lock them up, and even kill the engine. Their motives were not malicious. These hackers worked on behalf of the US military, which along with the auto industry is scrambling to fortify the cyber defenses of commercially available cars before criminals and even terrorists penetrate them.

Reading's spindly 50-foot spruce drew the ire of residents who said it was ruining their holiday spirit. Now a group led by the city council president is raising money to buy and decorate a more impressive replacement. The current tree is topped with a lighted pretzel, a nod to the area's many bakeries.
