A powerful storm churned through Northern California Thursday, knocking out power to tens of thousands and delaying commuters while soaking the region with much-needed rain. Waves slammed onto waterfronts, ferries were bound to their docks, many schools cancelled classes and the gusting winds had motorists tightly gripping their steering wheels on the Golden Gate Bridge, where managers created a buffer zone to prevent head-on collisions by swerving cars.

A teenage suicide bomber attacked a French-run high school in Kabul on Thursday, walking into a packed auditorium during a music performance and killing a German citizen, Afghan officials said. The attack — the first on a foreign target in the Afghan capital in more than a week — comes after a recent series of insurgent bombings targeting foreigners that have killed a British embassy security and three members of a South African family in the past month.

Facing a stumbling economy at home and increasingly biting Western sanctions, Russian President Vladimir Putin sought Thursday to strengthen a once-close relationship with India through an ambitious plan to help New Delhi build at least 12 new nuclear reactors. Putin and Indian Prime Minister Narendra Modi ended a day of talks by announcing a clutch of agreements in energy and defense, including a plan to manufacture advanced Russian military helicopters in India, and the possibility of exporting them to other countries.

The inventor of the World Wide Web said on Thursday access to the Internet should be regarded as a basic human right and criticized growing censorship by governments and commercial manipulation. The World Wide Web Foundation, created by Tim Berners-Lee, said some 38 percent of states denied free internet use to citizens. Laws preventing bulk mass surveillance were weak or non-existent in more than 84 percent of countries, up from 63 percent in 2013, it said. Moderate or extensive censorship was seen in 38 percent of countries, up from 32 percent in 2013.

Google's decision to close Google News in Spain because of a law requiring aggregators to pay news publishers for linking content will reverberate all-around the world, the company said Thursday. Google said it will block reports from Spanish publishers from its Google News international editions, which number more than 70, in addition to the Spain shutdown on Dec. 16 — several weeks before a new Spanish intellectual property law takes effect on Jan 1.

Plastic pollution is pervasive in Earth's oceans. Researchers unveiled on Wednesday what they called the most scientifically rigorous estimate to date of the amount of plastic litter in the oceans - about 269,000 tons - based on data from 24 ship expeditions around the globe over six years.
